Image size change from .SVG to .PDF

I am using Inkscape to create tactile graphics to go with my braille transcription. The company that will produce my graphics, needs a .PDF in which the text and images have the same measurements that I gave them in my .SVG file. However, when I save my drawing as a .PDF, the text and lines and shapes in the .PDF are larger than they were in the .SVG.

How can I save a .PDF whose content has the same physical measurements as the content of my .SVG file?

I am using Inkscape 0.91

Hi Kyle,

could you upload the files you created (SVG and PDF), and then tell us your measurements, and what you get instead of them in the pdf so we can try to reproduce and track what the problem may be?

Also, please tell us which system you are on and which file you used to install Inkscape.

I'd be happy to upload the files ... I'm afraid I don't know how to do so. Would you tell me how to do so?

 .403 in. is what I need for my braille font. The braille font in the .PDF is .503 in. (Using ViewPlus Technology's Braille29 font)

I'm using Windows 7, and I installed Inkscape from inkscape-0.91-x64.msi

Hi Kyle,

you can use any file hosting service of your choice (like dropbox, or , or, if the files are < 10 Mb together, create an account over at https://inkscape.org, go to your profile, create a gallery ('Inkspace') and upload your files there.

http://imgh.us/ doesn't work for pdf files, unfortunately - else I'd have suggested that to you (you might want to split - upload the svg here, and the pdf at inkscape.org, if they are > 10 Mb together)

I guess the font is non-free, at least I couldn't find it for download anywhere. This might make things difficult....
Be sure to include both in your svg file:
- The text in its original form (as editable text)
- The text in a form where people who do not have the font installed can see what it is supposed to look like (Path -> Object to Path).
You could put them onto different layers, for example.
