Hi Khris,

while Inkscape is an editor primarily for vector graphics (images consisting of mathematical curves and shapes like rectangles and circles, see https://en.wikipedia.org/wiki/Vector_graphics ), it has a few options to modify pixel graphics.

One of those, accidentally, is indeed a pencil sketch effect:

Find it in Menu -> Filters -> Image Paint and Draw -> Pencil.

This filter in Inkscape does not offer any settings, as filters in a raster graphics editor usually do, and is probably not as good as one available in a raster graphics editor. If you really just want to use Inkscape to edit raster graphics (like jpg, png, bmp, consisting of colored dots instead of curves with a fill and stroke), I suggest you consider using a raster graphics editing software for this, like the Gimp (http://gimp.org).

(if you want to convert the photo into a black-and-white vector graphic, please follow the tutorial 'Tracing' available in the program. Using edge detection and then applying a path effect might yield a pencil-sketch-y result - I didn't try this, though).
