Hi Owen,

hold down Ctrl while drawing your circle to make it perfectly symmetrical.

To make text follow the circle, use the 'Text on Path' functionality. Read about it here:
http://wiki.inkscape.org/wiki/index.php/Tricks_and_tips#Text_on_circle

To set the text size, use the 'Text and Font' dialog ( Shift+Ctrl+T), or the text tool's toolbar (F8).

You might also want to read and follow one or two of the tutorials that come with Inkscape. You can find them in Help -> Tutorials.
Please also take a look at the 'Learn' section of our website, to find more tutorials and links to manuals, an FAQ and more:
https://inkscape.org/en/learn/

Regards,
 Maren
