Hi Gina,

1. Yes, the fonts Inkscape can use are in a vector format. What you will need to do is that you 'turn them into path', though, before you send them to the printer, to convert them from the font's vector format to a format that is good for this purpose. Use Path -> Object to Path for this with the text selected.

2. Yes, everything you make with this program belongs to you. The 'free' mainly refers to the way the code is being written, though. Everyone can read the code, and everyone can change it, and if someone makes changes, everyone is supposed to get access to them. The Inkscape project consists of a large group of volunteers who together work on every aspect of the program.
Also, we encourage that everyone who uses the program helps us to make it better, by reporting bugs, or making suggestions for improvements, or maybe even by contributing to our documentation or the program itself. This is not a must, though ;) - but we welcome every contribution that helps us improve Inkscape.

3. See above ;) For concrete differences, we'd have to know which program you are referring to, to compare (and I wouldn't be able to answer this, because I do not know the other, paid programs well enough). You can browse our feature list, and the manual to see which features are available. Also take a look at our FAQ, which explains some pitfalls you might run into as a new user.

Feature list: https://inkscape.org/en/about/features/ (incomplete! There is so much, it can't be listed on a single page.)
Manual: http://tavmjong.free.fr/INKSCAPE/MANUAL/html/index.php
FAQ: https://inkscape.org/en/learn/faq/

Kind regards,
 Maren

This is the necessary preparation in every case.
Your printer may require you to send them a file in a different format than SVG, so you might still have to do some file / color conversions depending on their requirements (which I do not know ;) ).
