Hi Haruko,

if you follow the link, there are three more links, describing how to use the vectorization.

It is not easy to describe vectorization without pictures.
This forum here does not support pictures.
There already exist good articles which describe the process of vectorization.
This is why I think it will help you more if you visit those articles, than if I write about it here.

I've pasted them here now:

http://www.wikihow.com/Trace-an-Image-Using-Inkscape (easy, with pictures)
https://inkscape.org/en/doc/tracing/tutorial-tracing.html (official tutorial)
http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Trace.html (manual)

Please look into them, and don't hesitate to come back and ask if there is something in them you do not understand.

Kind regards,
 Maren
