Is Inkscape suppose to add a 'viewBox' to old files when you resave them in 0.91?

Is it suppose to? I know for brand new files, Inkscape does add one to the file automatically. However, with any of my old files (created in 0.48.5 or lower), it doesn't add the 'viewBox' to the file when resaved. Not even when I do a 'Save as'.

Is this intentional, or a bug? Especially when I recall hearing that the 'viewBox' is needed for the DPI conversion that's coming in 0.92.

Inkscape 0.91 does not add a viewBox attribute to old Inkscape files - AFAIU this is intentional for 0.91.

It likely will be different with 0.92 (because of the internal resolution change).
