Hi Al,

you can choose between three different modes in View -> Standard/Custom/Wide.
 You can change the size of the icons (via Inkscape preferences), the icons themselves, the color scheme (see FAQ at inkscape.org for this), you can make dialogs dockable, but he tool bars can't be moved currently.

The draggable toolbars described in the manual (http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Anatomy.html) don't seem to exist any more (at least for me).

Inkscape never supported freely arrangeable toolbars (the "draggable" (aka detachable) toolbars mentioned earlier could only be re-attached at the original position; this feature was removed in 0.91).

Available options in 0.48 and 0.91: there are 3 predefined layouts of the main toolbars; the user can switched between them by selecting one of the 3 last items at the bottom of the 'View' menu.
