Scale for rulers, and measure in mils (1/1000 in)

I set a page size to 8.5x11", and the rulers shows fractions of an inch (1/16th), but my grid size is 1/10". I'd like to make the ruler scale the same as my grid size. Likewise, using mils (1/1000") as a measurement unit (besides inches, mm, etc.) would be useful too. Thanks!

I'm not an expert on imperial units, but isn't the behaviour of the ruler just what you'd expect it to be?
According to Wikipedia (http://en.wikipedia.org/wiki/Inch), "subdivisions of an inch are typically written using dyadic fractions with odd number numerators; for example, two and three eighths of an inch would be written as 2 3/8″ and not as 2.375″ nor as 2 6/16″."

The spinboxes to choose the unit, in contrast, don't display this behaviour, because it's impractical, I guess.
(I do understand that this behaviour is more useful to you)

There are already feature requests for custom units, for example here:
https://bugs.launchpad.net/inkscape/+bug/171488 and https://bugs.launchpad.net/inkscape/+bug/1096640

I think those requested features would probably satisfy your requirements. You could add yourself to the supporters, and describe your use case in a comment.
