Change the 'Default units' in 'File > Document Properties > Page' (near the top) to the preferred unit - it will then be used in the GUI for the rulers, and other widgets elsewhere in the user interface which display lengths.

The setting ("Default units") is stored per document - if you prefer to have each newly created document based on custom settings, you can create a user default template which will be used as base for new documents.

Further details can be found in this recommended article:
http://libregraphicsworld.org/blog/entry/using-templates-in-inkscape

(In case you already upgraded to Inkscape 0.91: there will be a minor difference to the information provided in the article: available templates in Inkscape 0.91 are no longer listed in the submenu 'File > New' but presented to the user as scollable and searchable list in the new 'File > Templates...' dialog. The other basic features of working with Inkscape's templates are unchanged).

Can you help with this problem?
