default.svg, why is the width/height in mm, while rest of file is in px?

I was just curious, but why is the width/height in mm, but everything else that is related to size of the file in px?

   width="210mm"
   height="297mm"
   viewBox="0 0 744.09448819 1052.3622047">

     inkscape:document-units="px"

Shouldn't anything 'unit' related be in all the same 'units' in the default file? Because of this, when I start a new document every time, I have to go into the document properties and change the 'Units' box to 'px', even though the 'Default units' box says it's in 'px'. This is annoying since I do a lot of work with px unit files.

If this should be a bug report, please let me know.

Windows 7 SP1 x64
MSI installer

In Inkscape you can customize your default startup file to be anything you want. Inkscape will always start up with the file called default.svg in the directory \Inkscape\share\templates\. Once this file is loaded, you can customize it to be what you want. Then save it in a temporary location as default.svg. Then rename the original default.svg file to be something else, as a backup, and copy your custom file into the above directory. You may need to provide administrator credentials to do this. Then this new file will be used by default the next time you start Inkscape.

Note that on all platforms, Inkscape supports user templates, which can
override the shared templates.

Saving a custom 'default.svg' in the Inkscape user profile will override
the shared default one, without requiring the user to modify installed
files with admin priviledges.

On Windows:
%APPDATA%\inkscape\templates\default.svg

(Note: while the details of how templates are presented to users have changed in 0.91 (instead of the 'File > New' submenu, they are now displayed in the 'File > Templates...' dialog), the underlying mechanism has not, and thse parts of the information in the article still applies)
