Can i use inkscape to select pixels, make them into a stamp or brush and apply them to another file? I am trying to use handwritten graphics as an overlay on a photo and save as a vector. I'm used to using photoshop and the magic wand tool but photoshop cannot save a vector file and i dont have illustrator

Hi Alex,

it might help if you first learn about the difference between vector and pixel graphics. A good starting point for this is the inkscape FAQ ( https://inkscape.org/en/learn/faq/ ).

Then you should decide if a vector file is really the best format for what you want to do. If you only put raster images into a vector file, this may not be the best choice.

You can not use some kind of 'magic wand' tool with raster graphics in Inkscape. You could, however, learn how to vectorize a bitmap to make a true vector file.
