I need to know how to apply an exact reduction scale to a vectors drawing.

Hi Jose,

to scale the contents in a file, take a look at the transform dialog ( http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Transforms.html#Transforms-Transform ) and at the tool controls bar ( http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Anatomy.html#toolcontrols )when you have the selection tool (F1) activated.

To resize the document and not its contents, use the File -> document properties dialog and enter the size values you want for the page.
