how to leave the fill and stroke panl on at all times

i would like to have the side options stay there all the time is there any way to keep it there even when i close out of ink scape

I'm not sure if I understand correctly what you would like to do.
Please correct me, if I got it wrong.

Here is what I have understood:
You would like to use the fill and stroke dialog outside of Inkscape, when the program is closed.
This is not possible, as the dialog is part of the program and cannot be used in another program.

It is also possible, that you meant that the fill and stroke dialog should be visible at all times when you use inkscape, and not go into the background.
You can modify this behaviour in File -> Inkscape preferences -> Windows. You can, for example, dock the dialogs to the window, or make them stay in the foreground 'aggressively'.

The upcoming major release 0.91 will have a new option to restore dialogs from the last session (i.e. dialog status and position is remembered between sessions):
