where is "Select Tool" option located

I am Reading a Inscape Book by by Bethany Hiitola. on page 42 it makes a reference to use the "Select Tool" to create border lines with the ruler. I cannot find the select tool option.

Thank You! That answered my question but not my problem. I am a beginner and working through the book. It made reference to making sure the the select tool was selected. I am trying to create guides ( I would call it a Border) of a 1/8" The book shows lines shooting horizontal and vertical from the ruler. I cannot figure out how to find these lines so I can set the border. The book makes a reference to red lines until you hover over it to insure that you have the measurement you want for the border.

Hi Richard,
you just 'pull' the guides out of the ruler - click on the ruler at the top or to the left and then drag.
