how to control measurements on the outset button

When adding outset to a drawing is there any way of controlling how thick you can make the line?

For inset/outset, see 'Preferences > Steps'.

For offset (linked or dynamic) there is no explicit GUI to numerically control the amount, but you can use the built-in the XML Editor and adjust the inkscape:radius value directly.
