HOW CAN i MOVE THE RULERS TO A DIFFERENT PLACE?

I wish to draw a model aircraft plan which is larger than the page, how can I shift the ruler position so the zero is off the page.

if i understand you correctly, you just wish to change the page size, which you can do in file->document properties (ctrl+shift+d), and "custom size"
