how do a add a circle shaped frame or outline?

What do you mean by "circle outline"? Is the object a circle?

Do you mean you want sort of a circular frame around or behind it?

If it's a circular frame that goes in the background, just draw a circle (Ellipse tool, hold Ctrl key while dragging mouse). Move it to the back (Object menu > Lower to bottom).
