When you say "picture" do you mean a vector image? Or do you mean a photo?

You can't change the dimensions of a photo without distorting it.

To change the size of a vector object or image:

1 - select whatever you want to change wiith Selection tool
2 - on Selection tool control bar, change the W and H to the needed size.
3 - if you want to keep the object or image in proportion, be sure to click the tiny open lock icon that lies between the W and H (it will change to a closed lock icon)

Can you help with this problem?
