t shirt screen print

would like to silk screen a tshirt but desperately need some help with design. I would like to have an oval shape colored black with clear letters inside of the oval. After exposure and when printing with white ink i should have a white oval and fabric colored letters within right? My question is how do I design the template.

It doesn't sound like you need much help with design. It sounds like you know exactly what you want, but that you don't know how to use Inkscape. I would suggest posting in one of the forums listed here: http://inkscape.org/en/learn/, except that they will probably refer you to the manual (Help menu > Inkscape manual). Did you really expect that someone would tell you, step by step, how to draw your design? You will be more likely to get helpful answers, if your questions indicate you have tried it first on your own.

I would suggest the Ellipse tool, the Text tool, and one of the Path Operations (probably Difference). And possibly the Node tool, to clean up any "leftovers", depending on what kind of font you use, and how you position it in the ellipse (oval). The manual is really VERY easy to use! When you get stuck, post a message saying exactly what you tried and specifically where you are stuck. Maybe even show them a screenshot, if necessary.
