Difficulty in drawing a circle

I have tried to draw a 10 inch circle that I wish to print out as a template on 8.5" by 11" paper. I have set my dimensions to inches. The shapes that I get with the circle tool are bizarre. Inkscape appears to be both very powerful and amateur user hostile. Is there any simple setting to lock the circle-ellipse-etc. tool to just make a circle. Similarly can i start with a 4 page canvas? I have used VISIO for years. However, I prefer the lower cost of Inkscape together with its increased functionality.

The last button on the right, of the Ellipse control bar, resets it to draw whole ellipses (rather than arcs). For a true circle, hold the Ctrl key while dragging with Ellipse tool.
