I can't locate the button to change the color or size of the border around certain shapes.

In inkscape, the border around a shape is commonly called the stroke.

You can edit the style, colour and thinkness of the stroke in the "Fill / Stroke" dialog (in the menus Object > Fill and Stroke)

In this dialog, there are two tabs "Stroke Paint" and "Stroke Style" that lets you change the stroke of an object
