Cannot open eps extensions

I have been to forums and followed directions in question #168851 and FAQ #1184 re system path
No change to error message
"Failed to load the requested file C:\Johns pvt\etc" when trying to load an .eps file
Loads pdf's, tiff etc without any problem

Windows 7 32 bit
Ghost script 9.14
Inkscape 0.48.4 r9939

Hi, have taken option of replying to the email.
I remain unclear how to open eps files in Inkscape despite following instructions in various forums,
