how do I size my page layout for making a banner

I need to make a banner in feet but don't understand how to size the artwork page to reflect the correct dimensions that I need.

I assume that you want to print your banner (as in a wide poster) instead of post your banner (as in forum banner) because of the unit feet.

Adjusting the size of your page is easy and may take place even after file creation and drawing.
Go to "File -> Document Properties..." and modify the size to your linking in the "Page -> Custom size" area. You might want to start by applying feet units (short: "ft"). The size of a document doesn't really matter while editing but it's good to know your boundaries. Most important will be the relation between width and height of your banner - the actual resolution is set while exporting.
As for professional printing it's also good to not end with the borders but to draw your background beyond them. Printing always requires a bit of clippings at the edges.

Finally when it comes to exporting your vector document to a png bitmap you may want to choose a resolution. If your document properties are set correctly the dpi value (dots per inch) is correct as well. In order to have space for clippings you may choose to export a slightly larger area than your page.
