Hi,

Your question is too wide. If your piece of art is vector (like SVG or some PDFs) then just ungroup all (object > ungroup) then select the piece you want to change and choose a new color in the lower color bars.

If it's a bitmap (like png, bmp and jpegs) then you have to first convert it to vecto which is a lot of work to get right (see http://inkscape.org/doc/tracing/tutorial-tracing.html).
