draw a custom brick pattern grid

I would like to draw a printable brick pattern grid where cells measure 3.75 mm wide and 1.875 high.

Sure.
Why not create a "brick" with a rectangle of your dimensions, and clone it ? (edit -> clone -> create tiled clones) [default settings, but 40-50% in "per row" "X shift", "alternate"]
