Can Inkscape do the following

I know there is software out there somewhere that can take a scan
( which creates pixels with a colour or grayscale component, not lines )
and it can guess what the 3rd dimension might be based on contrast.
Is inkscape able to do something like this, and if so, what file format can you save it in?
