Where should I look for more info about SpecCustomPredefinedFilters ?

AFAIK the wiki page is the only documentation available - additionally you can read the source files (CPFs are compiled in, not loaded at runtime like the predefined filter effects from $PREFIX/share/inkscape/filters/filters.svg):
