Linked SVGs for DRY design.

I am working on design wireframes for a website. Various pages of the website will share common design objects, such as a site header, navigation bar, login block, etc.

How can I embed SVG objects in other SVG documents, so that they are automatically updated when their source file changes?

E.g. when I change the text in a header element, I want it to reflect the change in all pages that link to that document.

With regard to your comment in bug #171795: linking SVG files (manually) via <image> tag is no new feature in Inkscape 0.48.
Importing an SVG file via 'File > Import' on the other hand inserts a copy of the imported file into the current document (always did). Importing SVG files via 'File > Import' is not related to bug #171795.
