Short answer : It depends on your image and what you want to do.

(Longer answer : srsly, what did you think we can answer ? Your question is like saying "I have a problem. Help me." ... we know nothing of what you have on your computer (well, I don't, but maybe some other people here are from the NSA and do^^ )
You could describe how you were trying to do things, what you know in terms of raster vs vector (is it a linked/embedded bitmap or a problem with opening/modifying a vector image ?); Have you tried vectorizing it and/or did you have a problem trying in the bitmap case (because inkscape is a Vector drawing/editing soft) ? Do you have a problem with linking/embedding because you want to work with an embedded photograph without modifying its content ?

We cannot guess. So please, be more specific. But if I had to guess, my guessing answer would be "convert it to vector first using Path --> Trace bitmap [or manually]" ).

Can you help with this problem?
