How do I set or change the default nudge distance in Inkscape?

File > Inkscape Preferences (Shift+Ctrl+P) > Steps > "Arrows keys move by"

You cant set millimeters, but i think at 90 dpi (inkscape default) you have 1mm = 3.543307px

Edit Menu > Preferences > Behaviour > Steps
'Arrow Keys Move By:' set increments to MM
