The currently available Inkscape package for OS X does require an X server (X11) - this is the same on Mavericks as on Mouxtain Lion and earlier versions of OS X.

Please read the FAQ about why Inkscape might fail to launch on Mountain Lion, and follow the instructions there:
<http://wiki.inkscape.org/wiki/index.php/FAQ#Inkscape_fails_to_launch_on_OS_X_10.8_Mountain_Lion>

i.e. install X11/XQuartz and - IMPORTANT - log out & back in (or reboot) to properly finish the installation of XQuartz.

Then try again to launch Inkscape: if it asks about X11, browse to the 'Applications' folder and select 'XQuartz' (this is the same as X11 but under a different name).

Once X11/XQuartz is properly installed, the first launch of Inkscape will take a couple of minutes (Inkscape needs to build font caches for the fonts installed on your system).

Additional tips for new Inkscape users on a Mac:
<http://rhult.github.io/inkscape-tips.html>

Note: apparently multi-monitor support of XQuartz on Mavericks is partially broken: if you use a multi-monitor setup, it is advisable to turn off "Displays have separate spaces" as mentioned here:

Can you help with this problem?
