can you rotate ellipses 30 degrees not just 90 degrees

With the mouse:
1) select the ellipse
2) click a second time on the ellipse so that the rotation handles are visible
3) grab one of the rotation handles, and drag it while pressing 'Ctrl'
4) monitor the messages in the notification area of the status bar: with 'Ctrl' pressed, rotation will be constrained to multiples of the rotation step angle (default: 15°, configurable in the preferences). Release the mouse button once the object has been rotated by 30°.

Numerically:
1) select the ellipse
2) open menu 'Object > Transform…'
3) switch to the 'Rotate' tab
4) enter 30° into the entry field
5) click on 'Apply'
