If inkscape does not pick up the system language settings (that's the default behavior, but it may fail on some OS), you can set the interface language manually in Inkscape's preferences dialog:

1) Open 'File > Inkscape preferences'
2) select 'Interface' in the list on the left
3) in the pane on the right side, at the top:
   'Language: <System default>'
   select the preferred language from the drop-down list and restart inkscape.
