Is there a way to quickly eliminate the background from a photo?

I would like to use Inkscape to trace around a jpeg photo and export it a an SVG to use with an ecutter. Do I need to manually draw around the image or is there a tool for that? I can use "View> Display Mode> Outline" and then "Path> Trace Bitmap." I have been playing with the 3 ways to trace the outline. That helps, but it seems there might be a better tool. Am I missing something?

No. converting a bitmap to a vector image can only be done manually or using the "trace bitmap" tool :)
