does inkscape have animation ability like paint shop pro 9 did?

please keep in mind I'm not the worlds most computer literate whiz, I know enough to occasionally be helpful and occasionally be dangerous. I'm basically looking for something to replace my paint shop pro 9 so I do minor graphic stuff and be able to animate simple gifs. If inkscape has this capability, could you give me the general guide to where I would find the starting point to make it work? Thank you for your time.

Hi,

Even if the SVG image format (that inkscape deals with) does have animation capabilities, inkscape does not (yet) provide an UI to create animations (and would not create animated GIFs but SVGs)

To make simple GIFs, you can use GIMP < http://gimp.org > ( http://www.gimp.org/tutorials/Simple_Animations/ ), but it will not be vector (see http://en.wikipedia.org/wiki/Vector_image_format vs http://en.wikipedia.org/wiki/Raster_graphics )
