scale ojects without changing line thickness

How can I change the size of an object, for instance a rectangle, without changing the thickness of the contour.

At the far right end of the select tool controls bar right above the canvas, there is a group of four toggle buttons (label of the group is 'Affect:'). The first one of those four buttons controls whether stroke widths are scaled along with the object(s) size (default), or stay unchanged when scaling a selection with the select tool.
