how to treat 3 layers as one object

I drew 2 overlapping circles with a logo at the center. i want to clone all these items to mass produce into an artwork layout.

Your question is not clear; I will assume that by "3 layers" you mean "3 objects". In that case, select the objects and press Ctrl+G to group them. You can also find this in Object->Group.
