After selecting cir, elip symbol, how to establish a cir on the pad?

After I select the drawing symbol from the menu, I cannot find any way to drop the symbol on the pad. Simple clicking seem to do nothing. Right clicking doesn't establish a shape either.

I have used many cad programs, but this one doesn't function the same. I just need to find the controls. Normally selecting the symbol then clicking the mouse will establish an origin for the object. Then moving the mouse will define the other dimension. Normally clicking the mouse or depressing the enter key will establish the starting and ending points. I have tried circles, stars and lines to no avail.

Help please. Where is the control instruction?

Hello Harry,

The drawing tools require that you left-mouse drag to draw the object on the canvas. To draw a circle, click at the top-left corner of the circle's bounding box, and drag in the bottom right direction. The circle's bounding box appears on the canvas when you release the mouse button.
Note that there are keys to modify the behavior of the tools (to use a specific ratio, or draw from the center a of circle). Everything is explained in the manual here: http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Shapes.html
