can't open eps in Inkscape 0.48

I only see answers to questions about opening EPS in Inkscape 0.47. I am trying to open an EPS file in Inkscape 0.48.

I get error message:

     Failed to load the requested file C:\Users\Hope\Desktop\GLASS\fiverr\fairy swirl border\content.eps

How can I open it in Inkscape? I hope it is a simpler procedure Inkscape 0.47.

I can open EPS without anything special in 0.48 (it's inkscape-trunk).

@ZDroid - no matter which (undisclosed) OS/platform and which current Inkscape version (stable or trunk) you use: Inkscape requires ps2pdf from Ghostscript installed to be able to open PS/EPS files (the PostScript files are converted to PDF on-the-fly, and the PDF then is loaded (aka converted to SVG) using internal routines based on the poppler library).

I'm overwhelmed by what is needed to be done to get eps conversions working. I've got plenty of info here to try and will get back when I get up my gumption and see how it works for me.

Is there a way outside of inkscape (wi/out needing to buy a vector program) to convert eps to svg that is simple to do?

Maybe you can try an online conversion tool (Google : https://www.google.fr/search?q=eps+to+svg+online) ?
