create transparent background in inkscape

i want to create a transparent background in inkscape- how is it done? i cannot find the layer type selection for transparent

The background color in Inkscape is set at "File > Document Properties > Page (tab)". At the top there is the Default Units and Background settings (click on the colors next to Background lable). As far as I know the background defaults to transparent by setting the alpha for background color to zero. You will not notice any difference when changing alpha and the color is white. This is because even if you have the background as transparent inkscape drawing area is still white.

The transparency will take effect when you export your image as bitmap to file format that supports it e.g. png files. As well as saving as svg file.
