Problems using the Union command, parts turn solid

Could you possibly give me some help/advice?

I am getting on great creating basic signs for my CNC System using Inkscape Software when using "solid artwork" and the Union Tool.

However, I am struggling to Join/Union parts together when using artwork that has "holes/designs"

When I use the "Union" tool, the SVG part with detail turns into a solid object :-(

I have a screen dump of what happens.

On the left is the three parts to the sign. In the middle is how I want it to look, and the image on the right is what happens when I use the Union Function in Inkscape! :-(

I am sure this will be a "stupid beginners problem" but could you possibly tell me what I am doing wrong?
