Can i import a PSD file made in photoshop & have it imported into inkscape and have it converted to svg?

Hi,

No you can't because PSD is a bitmap format. See http://wiki.inkscape.org/wiki/index.php/FAQ#What_are_vector_graphics.3F for more info.
