Hi,

You should :
1) select your first quarter
2) group everything (CTRL G).
3) duplicate this group 3 times (CTRL D). You now have 4 groups.
4) select the 4 groups and go to Object > Lines and columns
5) enter 2 lines, 2 columns, and set the spacing to 0
6) for each quarter, use Object > flip horizontally ore Object > Flip vertically until you reach the result you wanted
7) select all
8) ungroup (CTRL U) to split each of the 4 groups to its basic shapes
9) group all

If your object is one color, one fill, you can replace step 9) by a boolean addition using Path > Union.

Regards
