In Photosop CS6, there is a tool that lets you select a whole colour, for example, if i had a back texted logo and it had a white background, i could select the whole white colour and delete it to make a logo with a PNG transparent background.

Hi,

Photoshop is a bitmap editor, Inkscape a vector editor. In a vector editor, you don't need such a tool, because where there is no shape, it is already transparent. For bitmap work, you should use Gimp or Krita or Paint.net or (etc)... Inkscape is closer to Illustrator than to Photoshop.
