Primero, seleccione la foto.
La funcionalidad que necesita está en "Path" > "Trace bitmap" ("Trayecto" > "Vectorizar mapa de bits") (ALT+SHIFT+B")
Ve el tutorial "Tracing" por la explicación sobre los opciones. Está en "Help" > "Inkscape: Tracing" ("Ayuda" > "Tutoriales" > "Inkscape: vectorizar").
