There are multiple ways to do so, and maybe Inkscape is not the best tool for this. Anyway, if your PDF imports flawlessly in inkscape, use the File > Document properties to set the page to the required size. Then select your imported pdf (which should be a group) and in the bar on top of the canvas, you can see (and set) its width and height. Keeping the lock icon closed (to keep the width / height ratio locked), adjust the values (exemple : for portrait A4, set width to 21 cm and height to 29,7 cm) or scale using the hinges in each corner, with the CTRL key pressed to keep the ratio, until it fits in the document.

Nevertheless, most printers/pdf readers allow for printing a scaled down version to "fit the page".

Maybe what you want is create a montage of multiple A4 prints to reproduce your initial document. That can be done using Rasterbator (www.http://rasterbator.net/, online) or the free software Posterazor (http://posterazor.sourceforge.net/, available for Win, MacOs & Linux).
