Filter editor window

I have a problem. My filter editor is missing the window above the add effect button (on Ubuntu) - the window with arrows and filter components. I want to edit a filter, but I can't reach parts of it to change the settings. Also on another system the window is only one line tall and I must scroll it up and down to see thats in there... Is there a way to get that window working on my PC (with Ubuntu) or at least on the notebook (with Windows) to make it taller?

At the bottom of the Filter editor dialog there's a small grip which
allows to resize the docked dialog vertically - this should help to
increase the size of the filter primitive list in the upper part of the
dialog.

Alternatively, you can launch Inkscape from the terminal, and disable
Ubuntu's custom scrollbars just for this Inkscape process (the
minimalistic overlay scrollbars are what trigger the problem - see also
bug #884368):

$ LIBOVERLAY_SCROLLBAR=0 inkscape
