why starts the vertical ruler at the bottom of the page?

In Inkscape, the vertical ruler starts at the bottom of the page which makes it mindboggling and pretty hard to use Inkscape. Can this be changed? I think 99,99% of the human population start building their designs at the top of a page and not at the bottom.

Ok. Good. But is there also a blueprint or similar? I'd like to see a way to set the point of origin to any corner, or any position on the page for that matter. Sometimes it is very much needed to make a grid start at the right point at the paper align properly to design details. It may also make it easier to set rules at the correct positions, say, if they are all supposed to be offset exactly 0.85 cm compared to the original measurements.

Can you help with this problem?
