weld objects

How do I weld a circle inside another object? It won't let me select the object and circle at the same time to make it a union?

also - I'm trying to make a heart with the "swirl" line in the middle and it looks good on inkscape and on my SCAL program, but when it cuts, the ending line, (which i just want it to stop without intersecting anything) ends up going to the other open end beginning. (Hope this makes sense!) =)
