clipart command

"Import Clipart" command does not show on Windows 7 machines ( laptop and desktop ) Shows OK on OSX ( 10.6.8 ) machines. How do I turn it on?

The feature to import directly from the Open ClipArt Library is not supported with current stable Inkscape versions for Windows:
- Bug #174797: Add "Import/Export to Openclipart" on Windows as well?

Importing clipart will be available for Windows users in the next major release 0.49 (but unfortunately then no longer work for OS X users (tracked in bug #943148)).
